Summary:

The California Statewide Apprenticeship Hub Director will lead the strategic development of a statewide apprenticeship hub system to expand public and private sector apprenticeship programs across California. This system will serve to bring together and support a broad array of apprenticeship stakeholders, including employers, educators, nonprofits, government, labor groups, and industry organizations, with the aim of growing both traditional and nontraditional apprenticeships across the private and public sectors. This position will prioritize engaging underserved regions and communities statewide, ensuring that California’s apprenticeship programs are inclusive and equitable. This position will work in collaboration with a project team, hired under The Clover Agency.

Key Responsibilities:

1. Stakeholder Engagement:

• Engage and collaborate with a diverse range of apprenticeship stakeholders, including employers, educators, training providers, nonprofit organizations, support service providers, government agencies, labor groups, and industry associations.

• Build and maintain strong relationships with regional and industry-specific stakeholders to foster collaboration and partnership opportunities.

2. Program Design and Development:

• Lead the design and implementation of services and programs tailored to the needs of different apprenticeship stakeholders.

• Provide guidance and resources to help stakeholders expand apprenticeship programs, especially in nontraditional industries.

3. Technical Assistance:

• Provide technical assistance to apprenticeship stakeholders, offering expertise in the areas of program design, funding, partnership development, and implementation.

• Assist stakeholders in navigating apprenticeship policies, regulations, and requirements.

4. Partnership Development:

• Facilitate connections between various apprenticeship stakeholders to promote partnerships based on relevant regions and industries.

• Support the creation of apprenticeship ecosystems that align with local workforce needs and economic development goals.

5. Engage Underserved Regions:

• Work with stakeholders to ensure that apprenticeship programs are accessible to underrepresented communities.

• Track and guide deployment of resources to ensure a fair and strategic distribution statewide.

6. Resource Coordination:

• Gather and coordinate the dissemination of best practices, funding opportunities, and other resources to apprenticeship stakeholders throughout the state.

• Develop tools and materials that stakeholders can use to enhance their apprenticeship programs.

7. Community College Engagement:

• Engage with California Community Colleges to develop inclusive apprenticeship programs by sharing case studies, best practices, and providing technical assistance.

• Connect colleges with needed partners to foster apprenticeship opportunities that meet the needs of local industries and communities.

Qualifications:

• Demonstrated experience in leading statewide or large-scale workforce development
initiatives, preferably in the apprenticeship or education sectors.

• Extensive experience working with or within the California Community College System,
understanding its unique challenges and opportunities.

• RAPs Expertise: Demonstrated success in developing, implementing, and expanding
Regional Apprenticeship Programs (RAPs), with measurable outcomes.

• Residency Requirement: Candidates must reside in California and be willing to engage
in a modest amount of travel for stakeholder engagement and collaboration.

• Proven ability to engage with a diverse range of stakeholders, including employers,
government agencies, labor organizations, and educational institutions.

• Strong understanding of apprenticeship models, workforce development strategies, and
labor market trends.

• Excellent project management, communication, and organizational skills.

• Ability to work independently and collaboratively within a complex system of partners
and stakeholders.
