As California’s Air Regulator Signals Backpedaling on Core Air Quality Program, NextGen California Sounds the Alarm

NextGen California emphasizes the need for the state to double down on climate action
SACRAMENTO – This week, as Big Oil rakes in record profits thanks to President Trump’s war in Iran and deploys their high-powered lobbyists in the halls of the Capitol, the California Air Resources Board (CARB) proposed changes to the state’s Cap-and-Invest program. In part, these changes would dramatically boost the number of free giveaways to the fossil fuel industry, increasing their ability to pollute. This could significantly weaken California’s ability to reduce greenhouse gas emissions and generate revenue – all while helping Big Oil’s bottom line.
Cap-and-Invest is California’s most cost-effective tool to reduce climate emissions, provide ratepayers with relief, and support the clean energy transition – and these proposed regulations now place the innumerable benefits of this program under extreme threat. NextGen California urges CARB to act quickly to fix this proposal before the May 28 Board vote to ensure that going forward the Cap-and-Invest program will continue to serve the state’s pressing climate and affordability goals.
“After months of intense lobbying by the oil industry, CARB’s revised Cap-and-Invest proposal is a huge giveaway to fossil fuels,” said Chloe Ames, Policy Advisor for NextGen California. “We are increasingly concerned that this proposal will threaten California’s ability to meet the state’s 2030 statutory greenhouse gas emission reduction goals and significantly strip money from California Climate Investments – but that is why it is a proposal. We will continue to advocate against Big Oil and fight to win better regulations that hold fossil fuel companies accountable. Strengthen the Cap & Invest program – California's communities and our climate deserve it."
With the war in Iran driving gasoline prices to their peak, Californians are facing the economic consequences of an economy far too dependent on Big Oil. Cap-and-Invest is a key source of revenue for programs that help households and businesses transition away from fossil fuels – now is the worst possible time to dilute its power.
“Make no mistake: Big Oil wants us to give up on Cap-and-Invest until the next decade – and we cannot let them win,” said Jamie Pew, Policy Advisor for NextGen California. “A looser carbon market means dirtier air, less clean energy, and less money back into the pockets of California households struggling to pay their bills. We cannot afford to idle this workhorse of the climate transition while Chevron and Shell line their pockets.”
