Hundreds of thousands of California students are being blocked from continuing their higher education because of institutional debt—unpaid fees, tuition, and penalties owed directly to colleges and universities. These debts trap students in academic limbo as colleges and universities often implement policies that prevent those carrying this type of debt from re-enrolling or accessing their diplomas.
